GEM Constrution, Inc. is a construction contracting company established in 2013 with a focus on providing specialized home improvements for the disabled and the elderly. Since its inception, the company has grown into one of the foremost experts in the home accessibility modifications market. Having earned its VA Builder status in 2013, the company has now become the go to agency for veterans with service connected disabilities.

We help our retired military navigate the complex grant process and assist in all aspects of getting the job done right. BIOS

Harry Muradyan – General Contractor, Project Executive

Harry is a construction and contracting professional with over 13 years of experience in various fields of construction. He began his career working on commercial and public works projects, eventually becoming a project manager for his company and charged with overseeing developments worth tens of millions of dollars. After the economic downturn in 2009 and the ensuing standstill in the construction industry, Harry set his sights on a new venture—one he could invest not only his years of construction experience, but also his passion to help serve his community. This is when he decided to begin the formation of GEM Construction, Inc.

The original goal of the company was simply to help former service members and individuals with disabilities live more comfortably and easily in their homes. However, after a few months of interacting with veterans struggling to complete the complicated grant process in order to afford home modifications, Harry realized that there was a need for something more. The company then set to work with the goal of working alongside the VA to help guide Veterans through the grant application process as well as provide home modifications all in-house. This has allowed Harry to build trust and lasting relationships within the Veteran’s community of Los Angeles and has afforded many service men and women the fastest and most effective route to needed home modifications.

Harry is a licensed General Building Contractor and a Real Estate Broker with the State of California, has a Bachelor’s Degree in Business Administration from the University of Phoenix and holds a Designation for Construction, Engineering and Management from UCLA. He is also a Certified Aging-in-Place Specialist with the National Association of Home Builders.

Jose Dominguez – Project Engineer

Jose Dominguez attended California State University, Sacramento, and earned a Bachelor of Science degree in Civil Engineering. Jose began his professional career in the field of environmental science and engineering before opting to pursue, and develop, a rewarding career in construction. Jose now works as a project engineer at GEM Construction Inc., applying the breadth of his experience to provide estimating and project management support and proudly serve the men and women who have served our country.

Jasmine Libarian – Contract Administrator

A founding member of Forever Active (a sister company), Jasmine was instrumental in developing the company with brother (Harry) in 2010. Jasmine’s past experience was working in the Durable Medical Equipment field for 15 years, during which time she honed her expertise and passion for working with seniors and people with disabilities.
In addition to her professional experience, Jasmine is also a board member of several nonprofit organizations including Rebuilding Together—one of the nation’s leading organizations helping to preserve affordable home ownership— and the San Gabriel Rotary. She is a RESNA certified Assistive Technology Professional, Certified Aging-in-Place Specialist, and Certified Environmental Access Consultant. Jasmine holds a degree in Finance and Marketing from the University of Southern California.

Ashley Rivas – Project Assistant

Ashley’s background is steeped in both city and other government agency support as well she provides direct assistance to Harry. Together with Ashley, the team provides efficient and streamlined design & development services for our veterans.
